Exploratory Mission (ExM) to Gabon (2016)
Assessment and reporting to the European External Action Service (EEAS) and the European Commission (EC FPI) whether a deployment of an EU Election Observation Mission (EU EOM) to Gabon for the forthcoming Presidential Elections would be useful, advisable and feasible. Moreover, the ExM produced specific documents containing clear information and recommendations ahead of the HRVP's decision on the deployment of a possible EU EOM and/or an EEM.

Niger

Mid-term evaluation of the project Support to the reduced risk of insecurity and instability in parts of the northwest and southeast Niger (2015)
The objective of the evaluation is to present to the external services of the European Union, the partner government, and, where appropriate to the general public:
- An independent overall assessment of the results achieved by the intervention “Support to the reduced risk of insecurity and instability in parts of the northwest and southeast of the Niger", focusing in particular on the results achieved by the project and on the overall objective of the program;
- The main lessons learnt from the intervention while making make recommendations to improve current measures and possible future actions.

Tunisia

Identification and formulation of a project to support the implementation of the Five Year Plan for modernisation of the administration and public enterprises (2016)
Assisting the EU Delegation in Tunisia in the identification and formulation of a budget support program to support the implementation of the Tunisian five-year plan and specifically the reform of the Tunisian public administration and public enterprises.

Morocco

Support to budgeting of Migration Policy of the Kingdom of Morocco and identification-formulation of the EU's support programme for migration policies (2016)
- Establish satisfactory conditions for identification and formulation and to support the Moroccan government in the formulation of a medium-term, total or partial budgeting in the area of migration policies;
- Support to the Moroccan government in identifying sectors dealing with migration policy to meet the conditions for budgetary support.

Undertaking a final and independent and high quality evaluation of the IcSP action "Support to Nigeria’s evolving security challenges" which falls under the remit of the Service for Foreign Policy Instruments (FPI) of the European Commission.

Democratic Republic of Congo

Formulation of the 11th EDF Justice programme (2015-2016)
Defining precise outlines of the EU intervention strategy in the justice sector to be funded by the 11th EDF during the next five years.

Lesotho

Mid-Term Review of the Deepening Decentralisation and Non State Actors Programme (DDNSA) (2015)
- Elaboration of an independent assessment of the performance of the programme, paying special attention to relevance, efficiency and effectiveness and to the potential impact of the programme against its objectives;
- Assessment of the delivery of the programme against its logframe, its accountability especially regarding the component linked to the Lesotho Development Grant, and potential achievement of the programme impact at project end;
- Identification of key lessons and propose practical recommendations for the remaining years of the programme and possible re-orientations and adjustments.

Comoros

Support for the definition of modernization of the justice sector strategy to Comoros (2014-2015)
Assistance to the Ministry of Justice to elaborate its sectoral development strategy based on which programs and project proposals will be made focusing on the improvement of the performance of the sector. Elaboration of a three-year action plan for the justice sector.

Evaluation of "Support to the Reform and Modernisation of the Judicial and Penitentiary System in Ivory Coast" and EU Support to the Justice during 2011-2015 (2016)
Present the relevant external cooperation services of the European Union, the Government, and, where relevant, the general public with the:
- overall assessment of the results of the project
- appreciation of the general support of the EU to the justice sector in the Ivory Coast during 2011-2015
- overview of the lessons learnt and drawing recommendations to improve current and future actions.

Elaboration of an Indicative national programme including. Analysis of civil society including human rights institutions indicating possible future interventions in line with other donor providers. Analysis of conflict (sources and dynamics of conflict, responses to confrlics, opportunity for intervention). Analysis of electoral framework and proposal of ToR for technical assistance for election reform. Analysis of human rights.

Identification and formulation mission for support to 'Rule of Law, Accountability and Anticorruption in Ghana' under the 11th EDF(2014)
Undertake a broad assessment of various interventions in the areas of accountability, anticorruption and justice to avoid possible duplication, identify possible synergies and draw lessons learned from past experience. Formulation of a detailed programme design, including objectives, purposes, activities, expected results, implementation modalities and delivery mechanism (project vs pool funding; the use of programme estimates, contribution agreements, grants, service contracts, works contracts, supply contracts) and budget.

Guinea

Support to the launch of the justice reform (2013-2014)
Support to the Ministry of Justice to establish an institutional framework for operational and independent reform. Support to the implementation of activities to revise the related laws and reform of judicial and penitentiary. In coordination with the EU contribution to launch of a new Programme to support justice reformed funded by 10th EDF.

Development of non-accredited Budget Examination course material for Budget Analysts in National and Provincial Treasuries (2013-2014)
Development of an outcome–based training course on Budget Examination for departments and treasuries. The learning materials were developed with a strong public sector financial management workplace orientation to be infused with locally relevant (South Africa) case studies and exemplars.

Assistance with Modification Piloting of a Personnel Forecasting Model(2013-2014)
Developing of a provincial Salary Forecast System Tool to allow to accurately forecast salaries and other material compensation of employees’ items (e.g. pensions, housing allowance, etc.) over the budget period. The model is used as monitoring tool on a monthly basis to accurately forecast the salary increase in-year. Provision of training for personnel actively involved in the budgeting process and the Salary Forecast System.

Support to the design of PE I and Project strategy for the Programme to Promote Maritime Security (MASE) (2013)
Drafting of an outline of a strategy for the remaining Programme Estimates in line with the 10th EDF PRAG and the guidelines of the Financing Agreement, TAPs and Annexes, with particular attention paid to the procurement plan for forensic equipment.

Drafting of a national policy on non-tax revenue. Streamlining procedures and business process in not-tax revenue mobilisation. Improving transparency and management of Government of Ghana equity investments in state owned enterprises and joint venture companies.

Technical assistance to the institutional support to the communities in Mayotte (2011-2013)
Operational diagnostic of technical services of the 5 communities and their optimizing. Provision of training, capacity building and evaluation and monitoring of the personnel capacities to perform their tasks.
